Originally from Rochester, New York, Ephraim Roy Hess grew up in Fort Lauderdale and attended Pine Crest School. He later graduated cum laude from Tulane University with a B.A. in Anthropology and History and received his law degree from the University of Miami School of Law. He has been practicing law for more than 32 years in both Florida state and federal courts, and is admitted to practice before the United States District Courts for the Southern and Middle Districts of Florida, the Eleventh Circuit Court of Appeals, and the Supreme Court. He previously served as a Board Member of the Florida Affiliate of the American Civil Liberties Union (ACLU), in addition to serving on its statewide Legal Panel Committee, being elected as the organization’s Affirmative Action Officer, and serving as the Legal Panel Chair for the Broward Chapter. He was appointed by Governor Crist in 2008 as a member of Florida’s Diabetes Advisory Council (DAC), a statutorily authorized body that advises the Governor and Florida’s Surgeon General on policy relating to prevention and treatment of diabetes in Florida, and served on that panel until 2015.

Currently, he serves as the Listserve Moderator for the Florida Chapter of the National Employment Lawyers Association. He is also a Member of the American Diabetes Association’s Advocacy Attorney Network, for which he counsels clients around Florida regarding legal issues pertaining to diabetes, and previously served as a member of the Cleveland Clinic Center for Diabetes Education Advisory Committee.

Mr. Hess has lectured in the field of employment law and civil rights, legal issues pertaining to diabetes, and the use of technology to level the playing field in employment litigation.
